Base: 9am-3pm Eve: 6pm-10pm Nite: 10pm-1am
The current bus network costs the following number of concurrent buses per hour (CBpH):
Base (9 AM - 3 PM): 52 CBpH Eve (6 PM - 10 PM): 39 CBpH Nite (10 PM - 1 AM): 14 CBpH
Adjusting for span of service, that means that the current bus network costs 510 concurrent buses (excluding peak).
The new network costs 52 CBpH at base. Extending that frequency for ten hours (until 10 PM on all routes) would cost 520 concurrent buses. After 10 PM, let's say that the frequency on 20-minute buses gets reduced by 50%, just like Link, and the frequency on 30-minute buses gets reduced to 60 minutes. With a bit of handwaving, the night network costs 32 CBpH, or 96 extra concurrent buses, for a total of 616 concurrent buses.
At 10 PM, all the 10-minute routes would become 15-minute routes, and all the 20-minute routes would become 30-minute routes (to maintain the timed connections). I haven't done the calculation to figure out how many service hours are currently used by the night network, but I'm sure it's atrocious. I would spend every remaining service hour on improving the evening network before spending a penny on extra daytime service. I think it's safe to say that 33% would only begin to get here.
Once that had been achieved, the next thing I'd do is boost the 165, 168, and 183 from 30-minute to 20-minute frequency. That would cost 6 buses, or an 11% increase.
If I had a lot fewer service hours (e.g. 17% less), the first thing I'd do is cut service hours from the
